Section 2. Executive Committee.
2.1 Composition. The members of the Executive Committee shall be a Chair, a Vice Chair, Regional Chairs, a Secretary, an Assistant Secretary, a Treasurer, an Assistant Treasurer, two Kanaka ‘Oiwi, the immediate Past County Chair, and the District Chair of each of the districts.
2.2 Duties. The duties of the Executive Committee shall be those usually pertaining to the office concerned, any duties specifically imposed by these bylaws, and attendance at Executive Committee and Hawai’i County Committee (HCC) meetings.
2.3 Chair. The Chair shall be responsible for calling regular quarterly and special meetings of the HCC, and the giving of proper notice and arranging for meeting places and/or virtual accessibility. The Chair shall also be responsible for attending meetings of the State Central Committee (SCC) or of its select committees, and sharing responsibility with SCC members to report the proceedings at such meetings to the next regular meeting of the HCC. The Chair of the HCC shall have the power to appoint a parliamentarian and the chair and members of all standing and special committees unless otherwise specified, with the advice and consent of the HCC.
2.4. Vice Chair. The Vice Chair shall assist the Chair in carrying out the duties and responsibilities of the Chair in his or her absence or incapacity and / or by delegation.
2.5 Regional Chairs
2.5.1 There shall be not less than two (2) nor more than five (5) Regional Chairs, who shall be responsible for the development, coordination, and organization of the activities of the Districts within their region. The HCC shall determine the boundaries of the regions to which each Regional Chairperson shall be assigned.
2.5.2 The Regional Chairs shall
A. Regularly visit each District Council during the year to assist, encourage and communicate District, Regional, County, and State major activities and events;
B. Work with the Districts to strengthen and involve membership in the development of a strong and viable State Democratic Party from the District Councils up to the State Central Committee by, for example, conducting voter registration and membership drives, get-out-the-vote events, outreach via door knocking and attendance at community events and neighborhood gatherings, exploring community concerns, issues and opportunities to convey to the County Chair and HCC to consider incorporating into the County’s public policy advocacy and/or Bylaws;
C. Help in the development and growth of the Districts through effective membership recruitment by utilizing and involving County and State resources, e.g., database, addresses, emails, phone numbers, and liaison with elected officials;
D. Be responsible for maintaining communication between the HCC and District Councils through correspondence, informational memoranda, newsletter and attendance at District Council meetings;
E. Have the duty to represent their respective districts by attending or being represented at HCC meetings.
2.6 Secretary. The Secretary shall keep accurate minutes of all meetings of the HCC, the Executive Committee, and the Hawai’i County Convention. These minutes, with an attendance record, shall be properly written and submitted along with written reports of committees for review/approval at the next meeting. Once approved they shall be saved in a designated digital repository and shall be available for a period not to exceed ten years, after which they may be removed. The Secretary shall be responsible for seeing that HCC records, including contact information for HCC members, shall be made available to the County Chair, Vice Chair and Regional Chairs as needed for HCC business, and turned over intact to the succeeding Secretary.
2.7. Assistant Secretary. The Assistant Secretary shall assist the Secretary in carrying out the various duties assigned and shall perform the duties of the Secretary in the absence of the Secretary. The Assistant Secretary’s duties shall include maintaining the HCC website and supporting the HCC’s online presence, visibility, and response to news and social media, in keeping with party Platform and Bylaws.
2.8. Treasurer. The Treasurer shall have custody of the HCC bank account, which shall be deposited in a commercial bank in the name of HCC. The Treasurer shall be responsible for complying with all required financial reporting of the HCC and DPH. The Treasurer shall submit a written financial report at each regular meeting of the HCC to be reviewed and approved by the HCC and then incorporated into the minutes. The Treasurer shall be responsible for seeing that all money is collected by duly authorized and identified persons, that receipts are given to contributors, and that a strict accounting is kept of all funds so collected. All County financial records shall be accessible on a consistent basis to the County Chair, Vice Chair, Assistant Treasurer and oversight entities such as the DPH. The Treasurer shall be bonded in a reasonable amount determined by the HCC, and the premium will be paid from HCC funds. The Treasurer shall sign all checks written on the HCC’s account. Checks over $200 shall be countersigned by one of the following officers of the HCC: Chair, Vice Chair, or Assistant Treasurer. The Treasurer shall support and guide all fund-raising activities within Hawai’i County.
2.9. Assistant Treasurer. The Assistant Treasurer shall assist the Treasurer in carrying out the various duties assigned to the Treasurer and shall perform the duties of the Treasurer in the absence of the Treasurer.
2.10. Kanaka ‘Oiwi. The Kanaka ‘Oiwi, understanding Hawaiian history, protocol, and tradition, shall assist the HCC with analyzing complex situations, and provide input and recommendations that prioritize equity, affordability, cultural and natural resource preservation, health, social services, education, and the environment, to create a positive impact on the Hawaiian community. They may attend all District Council meetings to gain deeper understanding of issues, opportunities, and concerns and convey them to the Chair and HCC.
2.11. Immediate Past Chair. The Immediate Past Chair shall serve to provide institutional memory for Hawai’i County Democrats, and assist in ensuring continuity of the transitional corporate memory.
